BAGUIO CITY, July 5 (PIA) -- A contest on Cordillera Trivia over Kapisanan ng mga Brodkasters ng Pilipinas (KBP) member stations in the city will be launched on July 8 in line with the 26th anniversary of the Cordillera Administrative Region this July.
The Cordillera trivia contest will run daily from July 8 – 27, 2013 except Sunday. Daily winners will receive a P100 cellphone load of their choice as prize.
For the contest mechanics, the participating stations will float one question per day and answers will be entertained thru text. For proper identification, contestants are required to indicate full name then their response. Text response format - Name space Response;
The first texter to give the correct answer will be declared the winner for the day.
The radio host will forward the name and cellphone number of the winner to the Philippine Information Agency regional office. Each winner will be called for validation. The prize will be forwarded to the winner thru text.
In a day, a texter who wins in a radio station cannot join the radio quiz in another station.
The trivia contest is a project under the Regional Development Council-Information Education and Communications Committee on Regional Development and Autonomy for the General Public spearheaded by PIA in coordination with the KBP. (PIA-CAR)
Unity Gong relay kicks off July 9

BAGUIO CITY, July 5 (PIA) -- As part of the 26th anniversary celebration of the Cordillera Administrative Region (CAR), the Unity Gong will go around the different provinces in the region next week.
With the gong as an inherent instrument practically in all the celebrations, rituals and gatherings of the Cordillera provinces, it is a fitting symbol of regional unity.
The Unity Gong relay will send-off at the Baguio City hall on July 9 with a ritual and “uggayam” by Mayor Maurico Domogan.
From Baguio, the team led by the Department of Public Works and Highways (DPWH)-Cordillera Director Edilberto Carabbacan and chair of the Infrastructure and Development Committee of the Regional Development Council (RDC), which is spearheading this year’s celebration, will bring the gong to Bontoc, Mountain Province and will be received by Gov. Leonard Mayaen.
On January 10, the caravan proceeds to Ifugao and newly elected governor Denis Habawel, will receive the Unity Gong in the capital town of Lagawe.
The following day, July 11, the Unity Gong will proceed to Tabuk, Kalinga and will be received by Gov. Jocel Baac.
On July 12, it will be in Apayao and Gov. Elias Bulut Jr. will receive it in Luna. On July 13 it will travel to Bangued, Abra and will be accommodated by Gov. Eustaquio Bersamin.
The concluding journey of the Unity Gong is in La Trinidad, Benguet. Gov. Nestor Fongwan will hand it over finally to the RDC on July 15, the Commemoration Day.
A symbolic tree planting within the provincial capitol grounds and signing of memorandum of agreement between the Department of Interior and Local Government-Cordillera and concerned local government units relative to Payapa at Masaganang Pamayanan (PAMANA), Sagana at Ligtas na Tubig Para sa Lahat (SALINTUBIG), Performance Challenge Fund (PCF) and other DILG implemented programs will be conducted as part of the turn-over program in all the provinces.

Short film contest on Cordillera autonomy and development set
BAGUIO CITY, July 5(PIA)--The search is on for the best short films that highlight efforts for Cordillera autonomy and development.
The contest is open to amateur filmmakers who are willing to independently produce a short film focusing on the Cordillera Autonomy and Development (based on House Bill 5595/Senate Bill 3115) and how the two concepts apply to the day-to-day lives of the Cordillerans.
The contest has two categories: the Student Category and the Open Category. The Student Category is open to college students nationwide who may work individually or as a team. The Open Category is open to Cordillerans as defined in House Bill 5595 (to quote: “The term Cordilleran shall apply to all citizens of the Philippines who are domiciled within the territory of the Cordillera Autonomous Region”).
Film entries must be 5 to 7 minutes long. Entries exceeding 7 minutes will be disqualified.
Entries must be independently produced and must not contain clips or segments from copyrighted works.
Entries may be done in, but not limited to, the following formats: documentary, animation, short fictional film, or experimental.
Dialogue can be in Filipino, English, or any Cordilleran vernacular. Subtitle must be provided for entries whose dialogue is in Cordillera vernacular or dialect.
Interested applicants must submit the following: A) A DVD copy of their entry (one entry per disc for those who intend to submit multiple entries) in .AVI, .MOV, or .MP4 (highest resolution) format labeled with the film title, name/s of participant/s, address, email, and contact number/s. B) A printed copy of a narrative description or synopsis (2 to 3 sentences) of the film. C) Duly accomplished entry form.

Ten entries (five per category) will be shortlisted by a panel of judges. The shortlisted entries will be uploaded on YouTube and the Top 5 videos with the most “likes” and comments will be selected. Those found manipulating the "likes" based on applications and programs would be disqualified. The judges would then choose from the shortlist.
There will be one winning entry per category. Awarding of winners will be on October 2013.
Winning entries will be used for Cordillera Autonomy and Development IEC purposes.

DOLE Cordillera has P355,000 for 'Balik Pinay' program

The Department of Labor and Employment (DOLE) in the Cordillera Administrative Region (CAR) has an available P355,000 for the livelihood training of displaced women overseas Filipino workers (OFWs).
DOLE Regional Director Sixto Rodriguez said this is part of the nationwide reintegration program of at least two billion expatriates and those who decide not to go back to foreign countries to work.
He said the new program dubbed as "Balik Pinay" will assist interested women OFWs to develop their business and other skills for their respective livelihood in their own country.
The program was conceptualized after the recent First National Congress of OFWs where they addressed a manifesto to President Benigno Aquino III seeking the government's help in securing the future of displaced workers abroad.
According to Rodriguez, the identification of possible beneficiaries of the program will be done by the Overseas Workers Welfare Administration (OWWA) and the training shall be done by the Technology Education and Skills Development Authority (TESDA). (PNA)

Registration for 2011 DepEd - ALS Accreditation & Equivalency Test now open

Registration for the October 16 Accreditation and Equivalency (A & E) under the Alternative Learning System (ALS) Division of the Department of Education (DepEd) is now open.
According to DepEd-CAR ALS division chief Dr. Gloria Felipe, registration for the October A&E Test opened on June 20 and will continue up to July 30. It is open to all elementary dropouts who are at least 11 years old on or before the testing date; secondary dropouts who are at least 15 years old on or before the testing date and out of school youths (OSYs), as well as adults who have not yet finished elementary or secondary education.
Felipe also affirmed that non-passers of previous ALS A&E test and learners or completers of ALS programs are also welcome to register for them to qualify for taking this year’s exam, provided that they are at least 11 years old and above – for the elementary level test and 15 years old and above – for the secondary level.
The ALS A&E is a certification of learning for OSYs and adults that is comparable to an elementary and secondary education of the formal school system. Elementary level A&E test passers will be given certification by DepEd and will be eligible for enrollment in high school education and at the same time Secondary Level A&E Test passers will be given certification by DepEd and will be eligible to enroll in any college course (given they pass the required entrance exams) or apply for work that requires a minimum requirement of high school diploma.
In 2010, DepEd-CAR got an ALS A&E passing rate of 30.29 percent or 8.94 percent improvement compared to that of 2009 wherein 55 examinees passed the elementary level exam and 1,169 passed the secondary level exam.
Designated registration and testing areas for the region include Abra National High School (HS) in Abra; Conner Central School, Sipa National HS – Santa Marcela and Pedro Bunot Central School – Calanasan, in Apayao; Lagawe Central School in Ifugao; Tabuk National HS in Kalinga; Mountain Province General Comprehensive HS in Bontoc; Quezon Elementary School in Baguio City, and Benguet National HS – La Trinidad, Loo National HS – Buguias in Benguet. A testing center will also be set up at the provincial jail in La Trinidad exclusively for inmates.

Nanawagan ang Confederation for unity, Recognition and Advancement of Government Employees (COURAGE) sa lahat ng mga kawani ng pamahalaan sa lungsod ng Baguio at iba pang lalawigan sa rehiyong Cordillera na makiisa at suportahan ang panawagang dagdag sahod ng mga naglilingkod sa pamahalaan.
Sa isang panayam sa Radyo ng Bayan kay COURAGE national president Ferdinand Gaite, hinikayat nito ang lahat ng kawani ng pamahalaan na magbuo ng mga union o samahan kung wala pang nabubuo sa kanilang tanggapan, at kung mayroon naman aniya ay maging aktibo sa layunin ng COURAGE na maisulong ang P6,000 na dagdag na minimum pay sa lahat ng mga kawani ng pamahalaan.

Socialized housing accreditation, housing for homeless sought

Councilor Isabelo Cosalan sought the accreditation of the city government with the Social Housing Finance Corporation (SHFC) to enable the city to avail of the Localized Community Mortgaged Program (LCMP) for its housing project.
In a proposed resolution, Cosalan said the city has many homeless residents in need of low-cost housing projects and the city despite several local legislations asking for the implementation of housing projects has not come up with a concrete settlement project due to lack of funds.
“The lack of funding is the primary reason why there has been no city government implemented or completed socialized or mass housing project,” Cosalan said.
He said this can be addressed by the LCMP of the SHFC which is, “… an innovative scheme whereby qualified partner-local government units (LGUs) may apply for an Omnibus Commitment Line (OCL) not exceeding P 50 million.
This is made available through the SHFC to accommodate priority projects identified by the partner-LGUs.
He said the city government, through Mayor Mauricio Domogan, can apply for accreditation with the SHFC to avail of the LCMP.
“The City has to demonstrate its sincerity in uplifting the plight of its poor and homeless constituents by providing access to decent, safe and affordable housing opportunities,” Cosalan said.
The provision housing opportunity for the residents is recognized by the city which in its Comprehensive City Land Use Plan acknowledges that, “Shelter planning is a responsibility of the Local Government Unit … The implementation of low cost housing programs and projects to benefit the underprivileged sector of the population is a primary concern under this sub-sector.”
It is also enshrined in Republic Act 7160 otherwise known as the Local Government Code and Republic Act 7279 also known as the Urban Development and Housing Act, mandate local government units to implement within their respective jurisdiction programs and projects for low-cost housing and other mass dwellings. City to work out settlement for purchase of Baguio Convention Center

Mayor Mauricio Domogan last week directed city legal officer Melchor Carlos Rabanes to work out the compromise settlement with the Government Service Insurance System (GSIS) for the resolution of the ejectment case it filed against the city over the purchase of the Baguio Convention Center.
In his Ugnayang Panlungsod press briefing last Wednesday, the mayor said he asked Rabanes to immediately coordinate with the GSIS legal counsel in preparing the compromise settlement which will be submitted to the court for approval.
This developed as the city council last Monday approved the mayor’s request for the realignment of P200,185,882.05 pooled from unused funds from the city coffers to pay the city’s outstanding balance to purchase the convention facility and avoid incurring more interest or lose the facility altogether.
The mayor pushed for the city’s payment amid the still unclear status of the city’s share from the lease rental of Camp John Hay from which the city was supposed to get the payment for the BCC as per the 2004 tripartite purchase agreement with the GSIS and the Bases Conversion Development Authority (BCDA).
The BCDA failed to deliver the amortizations on the deadlines set under the MOA due to the developer Camp John Hay Development Corporation (CJHDevCo)’s default in its payments.
This prompted the GSIS to file an ejectment case against the city for failing to pay its amortizations for the purchase of the facility originally pegged at P250 million.
Due to the non-payment, the city’s obligation has ballooned to P318 million exclusive of the initial payments made by the city amounting to at least P100 million.
After negotiations, the city’s balance was cut down to P200,185,882.05 and the city was given until May 30 to settle.
The mayor said that since the city failed to beat the deadline as the city council’s approval came only last Monday, the arrears can be expected to increase anew thus the need to speed up the settlement process. (AR-PIO Baguio City/PIA CAR)

The city government is now looking into its non-performing assets for eventual development.
City Mayor Mauricio Domogan has specifically designated a project study team to pinpoint city- owned idle lots which could be converted into economic hubs.
Domogan said “non-performing assets needs to be utilized into more productive and self-sustaining economic ventures in order to optimize its use.”
Administrative Order No. 68 series of 2011 specifically designates members of the project study team to study city properties as an income- generating project composed of the Office of the City Planning and Development Coordinator, Office of the City Building and Architecture, Office of the City Assessor, Office of the Social Welfare and Development, Office of the Budget Officer, Office of the City Accountant, and Office of the City Treasurer.
Among the targeted city property being studied is a vacant lot located at Upper Session Road adjacent to the Office of the City Social Welfare and Development Office.
The lot is about 2,000 square meters and covered under Proclamation No. 611 of then President Ferdinand Marcos reserving the same for demonstration and training center site purposes of the Department of Social Welfare.
A memorandum of agreement on the lot was entered into between the DSWD and the city government in 1992 which devolved half of the area (1,000 sq. m.) to the city for its social welfare purposes.
The project study team will prepare the development proposal for the area and will conduct official survey site inspections and technical assessments on the property and would also prepare engineering designs, architectural plans, estimates, and specifications.

Banking on this principle and in order to strengthen voluntary blood donation in the city, Councilo Erdolfo Balajadia passed a measure for the creation of the City Local Blood Council (CLBC).
The CLBC will be organized as a non-profit, non-government, multi-sectoral group with members coming from the city government and private sector of the local community committed to support the blood program of the government.
“When this is realized, it will ensure adequate supply of blood through blood promotion of voluntary blood donation for our people especially our indigent residents,” Balajadia said.
The blood council will spearhead the planning, organization, and coordination of implementing a local blood donation program of the local government, non-government organizations, companies, religious and civic actions groups,and universities on a monthly basis to ensure adequate supply of safe blood for the community.
The council will be sourcing out financial and other support from allocations of the city government, contributions from the business sector, contributions from the Philippine Red Cross-National Blood Service, fund raising activities of the community, grants from donor agencies (local and international), contributions from civic, religious and non-government organizations, contributions from the mass media, grants from government, financial institutions and subsidy from hospitals, private, and government to support the Local Blood Donation Program.
The proposed ordinance will hope to strengthen Department of Health Administrative order 2010-02 pertinent to the establishment and operation of a local blood council to support the implementation of National Voluntary Blood Service Program (NVBSP) for blood safety, adequacy, quality care and patient safety in every region.
Balajadia said, "This will bolster RA 7719 or the National Blood Service Act of 1994 in promoting voluntary blood donations in the city."
This will also strengthen the mandate of the Philippine Red Cross (PRC) as one of the key organizations tasked in providing safe blood for the people.

Sa lingguhang palatuntunan sa Radyo ng Bayan na “Ang Bayan at ang Kongreso,” inihayag ni Baguio City Congressman Bernardo Vergara na kaisa siya sa isasagawang inspection upang masigurong hindi maisasantabi ang ipinanukala niyang by- pass road patungo sa Kennon road at hindi sa ipinanukalang linkage na susulpot sa diversion road ng Palispis-Aspiras highway.
Ayon kay Vergara, ito ay resulta ng pagsusuri ng Department of Public Works and Highway (DPWH) sa layuning mapaikli ang oras ng paglalakbay ng mga sasakyang magtutungo sa lalawigan ng Benguet at lungsod ng Baguio.
Makakasama niya sa isasagawang inspection sina 5th district Pangasinan Congressman Mark Cojuangco, Congressman Ortega ng La Union, at mga kinatawan ng DPWH.

Dinky Soliman, Kris Aquino launch supplementary feeding program in Baguio

Department of Social Welfare and Development (DSWD) Secretary Dinky Soliman and presidential sister, Kris Aquino, led the launching of government’s Supplementary Feeding Program here at the Elpidio Quirino Elementary School at Barangay Irisan, Friday.
Soliman said that the nationwide launching of the Supplementary Feeding Program is a very important ativity as it aims to address the concerns of children in terms of nutrition and the issue on hunger.
According to Soliman, President Benigno Aquino III, along with his cabinet members strongly believe that ensuring the future of the children in terms of health, nutrition and education, is a very important aspect of development.
The government’s supplementary feeding program aims to provide nutritious food to children in 43,093 local government units (LGUs)–run day care centers nationwide.
In Cordillera, DSWD has a regional budget of over P78.6 million which is set to benefit 43,093 preschoolers in 2,040 day care centers all over the region.
In Baguio, the program will benefit 3,908 preschoolers in 102 day care centers in the different barangays here in the city.
Under the program, children will be given hot and nutritious meals during the five school days in a week for 120 days. The parents of these day care children will also be the ones to manage the feeding program based on a prepared meal cycle recommended by the Food Nutrition and Research Institute (INRI) using available indigenous food ingredients.
In addition, the children will also undergo deworming and be given micro-nutrient supplementation in coordination with barangay health workers and barangay nutrition scholar.
During the same event, Kris donated school supplies to 700 kindergarten and grades one, two, and three pupils from three public schools in the area, namely Elpidio Quirino Elementary school, Irisan Primary School, and San Carlos Heights Elementary School.
A total of 114 of the 700 pupils that were given school supplies are also beneficiaries of the government’s Pantawid Pamilyang Pilipino Program. *(JDP/LD-PIA CAR)

Presidential form of govt. for the Cordillera mulled

A presidential form of government following the national structure where the governor and the vice governor are elected at large including the legislative assembly, has been adopted as the form of regional government under an autonomous set-up for the Cordillera during the deliberation of the working draft for the proposed third autonomy act.
The Third Autonomy Act Drafting Committee chaired by Baguio City Mayor Mauricio Domogan which was tasked by the Regional Development Council to prepare a working draft, is currently conducting deliberations of the contents of the proposed autonomy act.
Most of the sentiments gathered in sectoral and provincial consultations also suggested the same scheme.
Atty. Alex Bangsoy cited the advantages of a presidential form of government: the regional governor and vice governor are elected at large; and the people are given the right to elect a representative of their choice.
Bangsoy also explained that the Constitutional provision prescribes a presidential form of government. Here, there is stability of government, he said.
On the other hand, adapting the parliamentary form of government has legal implications. Moreover, if no confidence votes are cast, they could easily remove the leader they have installed. The repercussion is that it destabilizes the government, Bangsoy said.
RDC chair Virgilio Bautista defended the need for the vice governor in a presidential form to be part of the executive branch who takes over the functions of the governor in the event he is out of town or is on leave.
There were other proposed forms of government discussed. Former Baguio City Councilor Atty. Jose Molintas forwarded the semi-parliamentary form of government where the governor and other officials including the speaker of the assembly are elected by consensus from among the legislative assembly. He argued that in the Cordillera, the selection of a leader has always been through a consensus.
Private sector Representative Peter Cosalan is batting for a purely parliamentary form where the governor and vice governor are elected by consensus from among the legislative body. However, the governor and vice governor are still part of the assembly; the governor chairs the legislative body.
There are advantages of adapting the parliamentary form of government, he said. It is cheap as there is no need for election by the constituents. Selection is carried out by consensus from among the legislative assembly.
It was eventually agreed that the presidential form, following the local government unit structure as such the vice governor automatically chairs the legislative body be adopted.
After the deliberations and refinement of the working draft crafted by the TAADC technical working group, the TAADC will come up with a final draft which they will consult with the governors and CAR congressmen before submission to Congress for their consideration.*(JDP/SCA - PIA CAR Baguio)

Domogan cites importance of the Right to Reply Bill on latest mediaman assualt

The controversy stemmed from the accusation of the radio broadcaster of the "Radyo ng Bayan" that Baac allegedly hit him with the microphone inside the announcer's booth recently.
On the other hand, the governor denied the accusation alleging that he merely tried to cover the microphone in order that what he and Tabinganay's conversation would not be put on air.
To date, the matter is still being investigated. The Police Regional Office Cordillera (PROCOR) has already provided adequate police security to the DZRK radio station as well as Tabinganay.
Domogan explained that the proposed measure calls on the writer or broadcaster to present both sides of the controversy in order that there would be balanced presentation of any issue.
"Members of the media should follow this principle. On the other hand, I appeal to my co-officials in the government to exercise restraint in what they do, as we are all expected not to be onion-skinned," he said. (PNA) DCT/AAG

City officials lead Independence Day celebration, urge citizenry to work together

BAGUIO CITY - Congressman Bernardo Vergara and Mayor Mauricio Domogan led yesterday the city’s celebration of the 113th Philippine Independence Day. The celebration was joined in by thousands of people that included: city and government officials and personnel, city government departments and personnel, city schools/colleges, and non-government organizations and civic groups.
Vergara, in his keynote address during the program at the Baguio Convention Center, called on the citizenry to unite in protecting and pushing forward the freedom that Filipino heroes fought with their own blood and lives for the people and for the country.
According to Vergara, the celebration of independence day is not just commemorating the struggle and sacrifices of our heroes, ‘but also for us to work together, and be worthy of such freedom and make independence inherent to us, to our daily lives, in pushing for a better life to every Filipino people and for the development of the country, as a whole.’
Domogan shared the same view as Vergara. He said the declaration of independence by General Emilio Aguinaldo 113 years ago, is just the beginning of our unending struggle to preserve the freedom handed down to us.
“We must not only continue to enjoy this freedom and to forever valiantly fight for its preservation but also to view freedom in a much deeper and meaningful context. To live with our freedom in its fullest term and be the best in our own lives, free from bad attitude, bad habits, self-centeredness, disunity, selfishness, divisiveness, inflicting harm to others and most of all freedom from poverty,” Domogan said.
According to the mayor, exercising freedom in our own personal life does not simply done by proclaiming it but also in living it. Thus, he called on the people’s help to re-live our heroes' sacrifices and help in the government’s effort to lift fellow Filipinos from poverty.
“We, your public servant, we cannot emancipate our people from the bondage of poverty alone, we need your help, we need to work together, to replicate our freedom as an opportunity to help others, to bring others in our journey towards a better and more meaningful life”, Domogan stressed.

BENECO charged with tax evasion
The Bureau of Internal Revenue filed a P14.59 million tax evasion case against Benguet Electric Cooperative Inc. (Beneco) before the Department of Justice Thursday.
Beneco was charged with two counts of willful attempt to evade or defeat withholding and documentary stamp taxes (DST); two counts of deliberate failure to supply correct and accurate information on tax returns; and one count of failure to withhold the correct amount of creditable withholding taxes (CWT).
Records show that the cooperative bought two parcels of land in Baguio city from Equitable PCI Bank, now known as Banco de Oro Unibank/BDO.
BIR said that the transaction was covered by a deed of absolute sale dated Dec. 2, 2009, which indicated a price of P85 million, on which P5.1 million worth of CWT and P1.28 million worth of DST were originally computed.
"Following a routine evaluation, additional CWT of P182,928 and DST of P45,810 were paid based on the zonal valuation of the properties pegged by the BIR at P88.05 million," the BIR said.

PRC: Government closely monitoring performance of all nursing schools

BAGUIO CITY - The government, through the Commission of Higher Education (CHED), is closely monitoring the performance of all nursing education programs in the country.
This was the assurance given by Professional Regulation Commission (PRC-Baguio) regional director Teofilo Gaius Sison Jr., in a radio interview, Thursday. The PRC, he said, is assisting CHED by collating data if a certain nursing school has nursing licensure examination passers among their graduates, and on how many of their graduates passed.
According to Sison, if a certain school has no board passers for three consecutive years, CHED has an option to close the nursing program. CHED has already closed some nursing schools in line with the zero-performing schools policy.
“Monitoring and inspection has long been being done by the CHED and together with our office, we conduct joint inspection on nursing schools wherein we check if a school complies with the standards in terms of facilities, admission standard, and curriculum. We have to ensure that nursing schools provide high quality of education,” Sison said.
Meantime, Sison also affirmed that PRC is also involved in a multi-agency initiative in nursing education. The PRC, in partnership with other government agencies, such as CHED, Department of Labor and Employment (DOLE) and the Philippine Nurses Association (PNA), the Association of Dean of Philippine Colleges of Nursing and some Local Government Units (LGUs), late last year held a Nursing Stakeholders Forum.
“It is a multi-sectoral approach sponsored by the Regional Development Council, which aims to boost the quality of nursing education here in the region. Crafted during the said forum is a regional action plan for the nursing sector which also includes the concern on employment of our nurses,” Sison stressed.
Sison also said that government, through the Department of Education (DepEd), is also conducting career guidance and counseling to students as early as their high school days. (JDP/LD-PIA CAR)

DOH warns public on dengue, other rain-borne diseases

BAGUIO CITY, June 5-- The Department of Health (DOH) reiterates its warning to the public to take precautionary measures against dengue and other rainy day diseases during a kapihan forum last week.
According to DOH-CAR Local Health Support Services Division head Dr. Amelita Pangilinan, with the onset of rainy season, the DOH cautions the public against dengue and other rainy day diseases such as typhoid fever, measles, influenza like illnesses and food and water borne diseases.
“The public should watch out and be vigilant.For instance, after typhoon Chedeng, there was rain for about a week and this increased the breeding of dengue mosquitoes. The public should practice the 4S campaign (Search and Destroy, Seek early consultation, Self-protective measures, and Say no to indiscriminate fogging) and ensure that there would be no breeding grounds for dengue mosquitoes starting in their homes, surroundings, and the whole community,” Pangilinan said.
As a precautionary measure, Pangilinan advises the public to boost their immune system by eating a balanced diet including lots of fruits and vegetables, take vitamin C and have at least seven to eight hours sleep. In addition, people should manage their stress, keep themselves warm, observe cough ethics, and maintain a healthy lifestyle.
This June, the DOH leads the observance of Dengue Awareness Month, with the theme, “Eskwelahan, Simbahan, Barangay, Palengke at Buong Komunidad, Sama-Sama Nating Sugpuin ang Dengue,” which aims to heighten awareness of the strategy to fight dengue by adopting the 4S Kontra Dengue.
In line with this, Health Secretary Enrique Ona directed all the Centers for Health Development (CHDs) in the country to coordinate with their respective local government unit (LGU counterparts) to encourage them to conduct a simultaneous dengue awareness activity with the Health Department.
Based on DOH data, from January to May 7, they recorded a total of 22,903 dengue cases nationwide. Pangilinan affirms that they have recorded 420 cases, which is slightly lower than the 472 cases recorded last year. (JDP/LD-PIA CAR)

Displaced persons, too, will be given aid

BAGUIO CITY- The Department of Social Welfare and Development-Cordillera (DSWD-CAR) will continue to engage internally displaced persons (IDPs) in welfare activities.
DSWD regional information officer Rogerson Dennis Fernandez said the agency provided continuing relief assistance to about 1,164 families who were internally displaced due to recent calamities with totally-damaged houses such as those affected by recent calamities like typhoons.
Of the P881 million allocated by the government for all IDPs in the country this year, the DSWD-CAR is allotting P6.8 million in the region for activities along disaster preparedness, mitigation, relief, and rehabilitation or risk-reduction supportive activities for the families in affected communities.
“This is through ‘cash-for-training’ and ‘cash-for-work’ schemes,” Fernandez said.
Under the program, beneficiaries are expected to undergo training and work in three cycles of 10 days each or a total of 30 days. The first cycle will be devoted to the training activities, while the remaining two cycles will be devoted to work such as restoration of damaged shelters, infrastructures, and community facilities.
Fernandez explained that this program is a developmental approach to welfare as it requires IDPs to be directly involved in the agency’s activities for their rehabilitation.
The program will be managed by the local government units’ social welfare and development offices in coordination with other local partners of the DSWD-CAR.
The rate of assistance will be 75 percent of the prevailing minimum daily wage set by the National Wages and Productivity Commission.
The program for the IDPs will cover the provinces of Abra, Apayao, Benguet, Kalinga and Mt. Province which according to DSWD were hardly hit by recent calamities. (PIO Baguio City/PIA CAR) -
