Cordillera trivia radio quiz this July

BAGUIO CITY, July 5 (PIA) -- A contest on Cordillera Trivia over Kapisanan ng mga Brodkasters ng Pilipinas (KBP) member stations in the city will be launched on July 8 in line with the 26th anniversary of the Cordillera Administrative Region this July. 

The Cordillera trivia contest will run daily from July 8 – 27, 2013 except Sunday. Daily winners will receive a P100 cellphone load of their choice as prize. 

For the contest mechanics, the participating stations will float one question per day and answers will be entertained thru text. For proper identification, contestants are required to indicate full name then their response. Text response format - Name space Response; 

The first texter to give the correct answer will be declared the winner for the day. 

The radio host will forward the name and cellphone number of the winner to the Philippine Information Agency regional office. Each winner will be called for validation. The prize will be forwarded to the winner thru text. 

In a day, a texter who wins in a radio station cannot join the radio quiz in another station. 

The trivia contest is a project under the Regional Development Council-Information Education and Communications Committee on Regional Development and Autonomy for the General Public spearheaded by PIA in coordination with the KBP. (PIA-CAR)

Unity Gong relay kicks off July 9

BAGUIO CITY, July 5 (PIA) -- As part of the 26th anniversary celebration of the Cordillera Administrative Region (CAR), the Unity Gong will go around the different provinces in the region next week. 

With the gong as an inherent instrument practically in all the celebrations, rituals and gatherings of the Cordillera provinces, it is a fitting symbol of regional unity. 

The Unity Gong relay will send-off at the Baguio City hall on July 9 with a ritual and “uggayam” by Mayor Maurico Domogan. 

From Baguio, the team led by the Department of Public Works and Highways (DPWH)-Cordillera Director Edilberto Carabbacan and chair of the Infrastructure and Development Committee of the Regional Development Council (RDC), which is spearheading this year’s celebration, will bring the gong to Bontoc, Mountain Province and will be received by Gov. Leonard Mayaen. 

On January 10, the caravan proceeds to Ifugao and newly elected governor Denis Habawel, will receive the Unity Gong in the capital town of Lagawe. 

The following day, July 11, the Unity Gong will proceed to Tabuk, Kalinga and will be received by Gov. Jocel Baac. 

On July 12, it will be in Apayao and Gov. Elias Bulut Jr. will receive it in Luna. On July 13 it will travel to Bangued, Abra and will be accommodated by Gov. Eustaquio Bersamin. 

The concluding journey of the Unity Gong is in La Trinidad, Benguet. Gov. Nestor Fongwan will hand it over finally to the RDC on July 15, the Commemoration Day. 

A symbolic tree planting within the provincial capitol grounds and signing of memorandum of agreement between the Department of Interior and Local Government-Cordillera and concerned local government units relative to Payapa at Masaganang Pamayanan (PAMANA), Sagana at Ligtas na Tubig Para sa Lahat (SALINTUBIG), Performance Challenge Fund (PCF) and other DILG implemented programs will be conducted as part of the turn-over program in all the provinces. 

The theme of this year’s CAR Day commemoration is “Bridging ONE Green Cordillera”. ( JDP/JBZ- PIA-CAR) 

Short film contest on Cordillera autonomy and development set

BAGUIO CITY, July 5(PIA)--The search is on for the best short films that highlight efforts for Cordillera autonomy and development. 

The contest is open to amateur filmmakers who are willing to independently produce a short film focusing on the Cordillera Autonomy and Development (based on House Bill 5595/Senate Bill 3115) and how the two concepts apply to the day-to-day lives of the Cordillerans. 

The contest has two categories: the Student Category and the Open Category. The Student Category is open to college students nationwide who may work individually or as a team. The Open Category is open to Cordillerans as defined in House Bill 5595 (to quote: “The term Cordilleran shall apply to all citizens of the Philippines who are domiciled within the territory of the Cordillera Autonomous Region”). 

Film entries must be 5 to 7 minutes long. Entries exceeding 7 minutes will be disqualified. 

Entries must be independently produced and must not contain clips or segments from copyrighted works. 

Entries may be done in, but not limited to, the following formats: documentary, animation, short fictional film, or experimental. 

Dialogue can be in Filipino, English, or any Cordilleran vernacular. Subtitle must be provided for entries whose dialogue is in Cordillera vernacular or dialect. 

Interested applicants must submit the following: A) A DVD copy of their entry (one entry per disc for those who intend to submit multiple entries) in .AVI, .MOV, or .MP4 (highest resolution) format labeled with the film title, name/s of participant/s, address, email, and contact number/s. B) A printed copy of a narrative description or synopsis (2 to 3 sentences) of the film. C) Duly accomplished entry form.

Ten entries (five per category) will be shortlisted by a panel of judges. The shortlisted entries will be uploaded on YouTube and the Top 5 videos with the most “likes” and comments will be selected. Those found manipulating the "likes" based on applications and programs would be disqualified. The judges would then choose from the shortlist. 

There will be one winning entry per category. Awarding of winners will be on October 2013. 

Winning entries will be used for Cordillera Autonomy and Development IEC purposes.

Solon wants more grassroots consultations on autonomy

PUDTOL, Apayao- Apayao Congresswoman Eleanor Bulut – Begtang reiterated the need for consultations on the issues and concerns of the Cordillera Autonomy and the proposed third organic act so that people can decide well for the future of the region.
 

“I believe that for the proposal to prosper and finally get the nod of the majority, we must consider what our people need and want,” Begtang said.
 

 Begtang was the keynote speaker during the Joint Provincial Development Council Meeting and the Cordillera Regional Autonomy Consultative Meeting conducted here last week.
 

 “Through the conduct of consultative meetings such as this, we can avoid getting the blame from our people for not actively involving them in the decision-making process which greatly affects their lives,” Begtang said.

 She pointed out that the acceptance of the proposal should not start and come alone from elected officials, rather it must start from the people.
 

 The lawmaker added that opinions and sentiments of the people will be considered by the officials and from there, ‘”we can give further recommendations to the proper authorities. This way we can avoid the mistake of deciding for our people.”
 

Begtang appreciated the consultation meeting that was done in the municipality of Pudtol. This, she said , is one way of reaching out to the grassroots and not only to the provincial and city level.
 

 She admitted that even after nine years of being the chief executive of the municipality of Calanasan, she is still in the dark of what autonomy has to offer especially to a province like Apayao but quickly gave the assurance that as an official of the province, she will actively help in the rigid campaign and information dissemination for her people to understand the Cordillera autonomy.
 

She also stressed that as the Representative of the province, the opinion and decision of the majority of the Apayaos and not her personal opinion, will be the bases of her decision to support or not to support autonomy for the Cordillera.* (JDP/RC-PIA CAR)

Apayao remains the most peaceful province in the Cordillera

 Apayao remains the most peaceful province in the Cordillera region.

Based on the crime volume in the region from January to May this year, Baguio City registered the highest number of crimes committed followed by Benguet, Abra, Mt Province, Ifugao, Kalinga, and Apayao in that order.

In the same report, no shooting incident was recorded in Apayao while Abra had the most number in the entire region.

Overall, Apayao is the safest province in the region with 1.11 percent crime volume compared to Baguio City with 63.09 percent.

Although records from the police regional office Cordillera (PRO-COR) show a total of 5,056 crimes for the period January to May this year, compared to last year’s figure of 4,763 or an   increase of 293 cases, crime solution efficiency (CSE improved by 53.72 percent as compared to last year with 7.67 percent).
According to Chief Superintendent Villamor A. Bumanglag, PRO-Cordillera regional director, most crimes against person and property happened in the capital towns and central business area. Pickpocketing and snatching were rampant in the streets of Baguio City especially in jeepney terminals, overpasses, market, and along Session road.

Meanwhile, Apayao Governor Elias Bulut Jr affirmed that his area is indeed a safe place. "I don’t have any bodyguards to protect me, all our politicians as well do not have security personnel that shows really that our province is safe," he said.

“Our people are law-abiding citizens and peace loving. You walk the street with no fear being attacked by anyone. Our houses do not have iron grills to protect us from burglars or “akyat bahay gang,” Bulut said.
"Police don’t need guns to do foot patrol in our province. We are for a gunless society, firearms are to be kept in the police stations and can be use only in given a situation," he added.

Bumanglag emphasized that community support and enhanced police service are two important ingredients in the prevention and solution of crimes.

Bumanglag encouraged the public to report any crime prone situation that may threaten the safety of the citizenry and peace and order in the community to the nearest police station.* (JDP/JBZ-PIA CAR)

Apayao ready for eco tourism

KABUGAO, Apayao - With expansive roads, this province is ready for an extensive ecological-tourism industry as per assessment of the Department of Tourism (DOT)- Cordillera.

According to DOT regional director  Purarificacion S. Molintas, they evaluated access roads which  significantly had become better in the past years.

Apayao province teems with  eco-tourism potentials like waterfalls, rivers for white water rafting, and virgin forests which should be promoted, Molintas said.

Tourists can access the province through the province of nearby Cagayan which has ports and airports.
Congresswoman Eleanor Bulut-Begtang said there is a need in formulating a tourism master plan that would harness the province’s tourism potentials.

 She said that the master plan is needed to guide actions and set the parameters in the promotion and development of the province’s tourism capabilities.

The provincial tourism council is doing rounds in the different municipalities to determine the extent of development needed in identified potential tourist spots, Begtang said. *(JBZ-PIA CAR)
